You can only get a 5 mp camera with that budget I think.
Do check out Xperia Ray and Mini Pro, they are pretty good. And I am not exactly sure about the price of Xperia Ray but it should be around 13k I think. (ebay) otherwise Mini Pro is good but small screen.
