If you can increase your budget just by Rs.500, go for HTC Desire S (Rs.13500). Its has Android 4.0 Ice Cream Sandwich with HTC sense UI.. Its an amazing value for money phone!

For about Rs. 13,800 you could opt for the Huawei Ideos X5 Pro Review, it's a really good handset for that price.
Just make sure it's the Pro edition though.

for gaming you know you could get a 3gs from Aircel(it costs 10k) although it will be obsolete in a year, but iOS = Great for gaming.

The Galaxy series from samsung fits well under your budget.you can also have a look at Sony, i came to know that they have launched few great models but i am not so sure about the pricing of those models.
