Hi my friend needs a new pc please find the details below.
1. What is your MAX budget?
around 12k max (only the cabinet, board, processor and ram, power supply and a dvd drive)
2. Are you open to alternate ideas/products giving similar better performance but offering more VFM/ sellers?
Yes, best possible thing available in my budget. 
3. What is the purpose of the computer? (Note: If you are planning to say multimedia, you will have to be more specific as all types of systems are capable of doing that)
I would be using for normal office work employing mostly excel and playing games like warcraft 3, diablo and aoe2-3.
4. Planning to overclock?
Nope
5. Which OS are you planning to use?
XP works for me... else win 7
6. How much hard drive space is needed?
250 gb is more than enough
7. What resolution will the screen run at?
1024x768 using my old monitor
8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)

9. Have you ever built a desktop before or will this be done by an assembler?

13. Which city do you live in and are you open to buying from shops from other city/states?
Am in Chennai. I usually buy from Richie street, the electronic haven of Chennai, any other place in Chennai or online stores are good for me

1- intel g620 processor Rs. 3200
2- asus p8h61m lx mobo Rs. 3000
3- Western digital 500gb HDD Rs. 4200
4- lg dvd drive Rs. 1000
5- any cabinet with PSU

psu: Corsair CX430 v2 Rs 2400 (grab one before it goes out of stock)
ram: Corsair 4 GB (1333MHz) DDR3 - Rs 1200~1216
cabby: CoolerMaster 310 Rs 1200~1500 or a any generic cabby for rs700~1100
dvd drive: LG Dvd writer 900~1100
here's the tricky part:
AMD build:
Athlon II x2 260 Rs 3300
Mobos: Asus M5A78L-M LX or Gigabyte GA-78LMT-S2P Rs 2650
Intel build:
Intel Dual core G620 Rs 3300
Asus P8H61-M-LX 3050
Uber-cheapo build
AMD Sempron 145 Rs 1900
Mobos: Asus M5A78L-M LX or Gigabyte GA-78LMT-S2P Rs 2650

Another option that might be preferred:
AMD LLANO A4 3400 A-Series APU Rs 3300
Asus F1A55-MLX PLUS Rs 3900

Or AMD LLANO A6-3500 A-Series APU Rs 4000
of the 4 the Llano offers the best options both for future upgrades and very light - light gaming as well as running other applications.
I would recommend the Llano option or the G620 or if you want save some money the sempron.

ok..
Firstly i am also confused between AMD LLANO A4 and G620 build... i had exactly these two in mind.. 
so lets pick one out of them... it would be awesome if so pros and cons could be listed out for both of them.
and yes i would need hdd don't want to spend too much on this
also would it help me if get a mobo with better onboard graphics?

if you want better onboard graphics go for the A4, the G620 option would need a discrete graphics card to get the same/similar onboard graphics.
for both Llano & G620 the onboard graphics/integrated graphics would depend on the chip not the board as it was earlier.
If you are planning on adding a graphics card later or already have one go for the G620 to get better performance.
Without the card the Llano gives better performance for gaming.
if you just want raw performance the G620 is better. if you want better performance for gaming the Llano is better.
