Use WAMP server as a server for PHP + Apache + MySql + PHPMyAdmin
Use NetBeans as an IDE. Being an IDE, it kills Notepad++, and leaves very little scope for Dreamweaver.
Just my practical experience.
First learn HTML / XHTML and CSS if you haven't done that already.
Otherwise how do you know what output should your PHP code generate!
Then install XAMPP. I personally prefer XAMPP portable - http://portableapps.com/apps/development/xampp
Post that ..... google for tutorials!
Don't forget MySQL too. Without a database you won't be able to write too many useful web-applications.
