BSNL cuts off private telcos

Earlier this month, BSNL locked out private telecom operators like Vodafone, Bharti Airtel and Idea Cellular in Haryana over disputes of bills for interconnectivity provisions. The state operated telecom service claimed that Airtel owes Rs. 5.97 crore and Vodafone owes BSNL Rs. 2.16 crore. These bills are for the period between April 2009 and August 2011. Customers of the cut off private telecoms were not able to call on BSNL networks. Now BSNL's taken their hostility to the next level, breaking off from the private telecom companies entirely. While customers of Airtel and Vodafone will not be able to connect to BSNL customers, they will be able to make emergency calls to 100, 101, 102 and 108, which are BSNL numbers.

BSNL hasn't specified which circles this action applies to but industry sources claim that the Maharashtra circle has been affected. This action, is in violation of TDSAT and TRAI regulations. TDSAT said that it will rule on the matter in November. They have said that private companies should still pay BSNL according to benchmarks that have been used since July 2010. The private operators say that while they owe BSNL Rs. 126 crore pan India, BSNL owes them Rs. 256 crore. BSNL says though private operators should pay first as those payments are Interconnect Usage Charges. The victims caught between these network wars are of course, end customers.
