Google has decided to go down heavily on these 'so called' authentic advertisers to ensure that users like you and I don't fall prey. Google's Adwords service is used to an enormous section of advertisers who wish to use Google's searing popularity to get a word of their product out. Amongst the bunch of genuine members, a section of counterfeits have been very successfully dooming people with their tall claims. Last year, in a bid to keep this service as clean and authentic as possible, Google blocked the Adword of over 50,000 such fake advertisers.

Google plans to work in a three way process, which firstly includes working on the existing grievance database, then getting  in touch with the authentic advertisers, so that they can be separated from the fake ones and lastly, set up a Help centre page wherein complaints of this nature would be dealt with effectively.
