Is Google Finally Rolling Out Google Voice Here in Desistan?

I'm hoping it's not a glitch but when I opened Gmail today, a call phone option popped up in my gchat contacts (this has never happened before). After clicking on it, it directed me to download the Google Voice application and voila, I was able to call a cell phone in the United States via Google Voice for free. Calls to the United States and Canada are free while the rest of the world have minimal call charges. So far I've only tested a call from a laptop, and not a phone yet. The quality of the call was pretty damn clear however, I couldn't hear the person I was calling via headphones (she could hear me talk while the headphones were plugged in though). The number that showed up on the recipient's phone was 760-705-8888 which is Google's generic Caller ID number when you don't have a Google number.

After a bunch of other colleagues tested their Google to see if they would get the calling function (they didn't), it's evident that Google's finally rolling out Google Voice (which makes me feel pretty awesome because I'm never the first when stuff rolls out) or there might be a glitch in the system (I certainly hope not).
