Should Kids Have Smartphones?

So what's a child supposed to do in case of emergency if they don't have access to a mobile form of communication these days? I might say that a child who's old enough to be unsupervised is probably old enough to carry a cellphone or smartphone, but that's an assumption that's not without its difficulties. Even adults can be distracted by the convenience of having such devices, so really, how can you tell when your child is ready to carry around a cellphone?
